"Closing the Digital Divide: A Framework for Meeting CRA Obligations"
Access to broadband has become an essential component of economic opportunity and financial well-being, yet there is a significant digital divide in many underserved communities. This new publication is a practical guide for financial institutions that shows how digital inclusion can improve the lives of low- and moderate-income individuals who have limited access to broadband infrastructure. It presents best practices and information on lending, services and investments that can help close the digital divide and contribute to an inclusive and vibrant entrepreneurial economy.
Broadband is included as a form of infrastructure investment in the recently released "Interagency Questions and Answers Regarding Community Reinvestment" from the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corp. and the Office of the Comptroller of the Currency. This new guidance document addresses questions raised by bankers, community organizations and others about CRA regulations. The Dallas Fed produced its digital divide publication to provide more specific guidance for investing in broadband access and digital inclusion.

- Broadband adoption has leveled off. Increasing the adoption rate will require meaningful engagement at the community level in initiatives that facilitate the development of shared goals relating to improving connectivity and the development and implementation of projects that will attain those goals.

10. IMLS: Building Digital Communities: New Resource to Help Communities Bridge the Digital Divide
There are still 100 million Americans who do not have a broadband connection to the Internet. This statistic is sobering and has profound implications for economic success, educational achievement and civic life.
Libraries are among the essential community anchors that have a significant role to play in providing access, encouraging adoption and impacting the health and vitality of their communities.
The Institute of Museum and Library Services, together with the University of Washington and the International City/County Management Association, has consulted with hundreds of community members and experts over the past 18 months to identify action steps and a framework for digital communities.
